Equipping City Hall for a New Century in Ecuador

In a South American democracy where the perception of corruption is so strong that less than a third of
the population trusts their local government, computer systems using a new modular city management
software is helping make municipal services more responsive and accountable.
Sigglo (from siglo,
Spanish for ‘century’) enhances both the efficiency and transparency of administrative functions from
accounting to asset management to land records, and is being rapidly adopted by cities and towns
throughout Ecuador. Sigglo also improves reporting up the chain-of-command, making local entities
more answerable to the national government. In at least two communities that have adopted the new
systems, the municipal offices were even renovated to present a more open and service-oriented
appearance to local citizens.
